For children under three this matters enormously, because the early intervention system is organized by county. A West Hills address routes to North Los Angeles County Regional Center. A Bell Canyon address, despite sharing that ZIP code, routes to the regional center for Ventura County.
A family submits a referral, the ZIP code gets screened, and the paperwork lands at the wrong agency. Nobody is being careless. The ZIP code genuinely does belong to both. But the child may wait while it is sorted out.
Route your referral by street address, never by ZIP code alone.
If you are in West Hills proper, your intake is NLACRC, main office Chatsworth. A parent can call the center directly to begin an Early Start referral.
If you are in Bell Canyon, your intake is Tri-Counties Regional Center, which serves Ventura County and does not cover West Hills. A Bell Canyon parent can call the center directly to begin an Early Start referral.
If you are unsure, say so on the call and ask them to confirm against the address before anything is filed.

A child under three may qualify with a 25% delay in one or more areas of development, with a combination of two or more risk factors, or with an established risk condition. NLACRC says it will complete evaluations and assessments within 45 days of receiving a referral. For children three and older, NLACRC says eligibility determination may take up to 120 days.
If your child is close to their third birthday, ask which process you are actually in before you apply.
